When you join the Combat Auto Theft (CAT) Program, the owner registers their vehicle at the local precinct pledging the vehicle is not driven during the hours of 1-5am. Decals are affixed to the rear side windows of the vehicle which authorizes the police to stop vehicle if it is being operated during those hours.
